Here's what a lot of builders miss: the depth requirement isn't just a single number you hit at installation and forget. It changes over time. Mulch compacts. It migrates toward the edges. It breaks down. What starts at 12 inches can drop to 8 inches in six months if nobody's checking.

How Compaction Eats Your Safety Margin

Fresh EWF is loose and springy. Over the first 30-60 days after installation, foot traffic and weather settle the material significantly. After a full season of use, a 12-inch install can sit at 9-10 inches of actual depth - and that's before you account for displacement.
Displacement is the other problem. Kids pile into the same spots: underneath the swings, at the base of the slide, in the main landing zone at the bottom of the ladder. Those areas get ground down faster than anywhere else. Meanwhile, the edges of the fall zone where nobody plays pile up with excess material.
The result: your measured average depth looks fine, but the spots that actually matter are low.
Three factors that speed up compaction:
- High traffic volume: school playgrounds and public parks compact faster than church or HOA installs
- Wet-dry cycles: rain settles EWF fast, then drying locks it in place
- Frequent mowing around the perimeter: blowers and foot traffic push material toward the center
Testing Depth in the Field
You don't need expensive equipment to check compliance. A penetrometer and a depth probe handle the job.
Penetrometer testing measures firmness and stability. Press the device into the surface at multiple points across the fall zone. You're checking for soft, impact-absorbing resistance - not hard-packed material that's lost its protective properties. If the penetrometer reads firm with little give, it's time to top off or rake.
Depth probe checks are simple: push a probe straight down until it hits the base layer (usually compacted soil or the containment border floor), then read the depth at the surface. Do this in at least six spots per play zone:
- Center of the fall zone
- Directly under each swing bay
- At the base of the slide exit
- Two opposite edges of the fall zone perimeter
If any single reading comes in below the minimum required depth for your equipment's fall height, you're out of spec - full stop. One low point anywhere in the active play area is enough to create a liability exposure.
When to Schedule a Top-Off
Most builders hand off the install and move on. But the facilities team you're handing off to probably doesn't have a maintenance plan for the surfacing - which means nobody's checking, and depth degrades until something goes wrong.
Build top-off timing into the closeout conversation with every client.
High-traffic sites (school playgrounds, public parks, YMCAs): check depth every 90 days. Plan for at least one mid-season top-off between spring opening and fall closedown.
Low-to-medium traffic sites (HOA, church, small community): inspect twice a year, before the heavy use season opens and after it closes. Top off if any zone is below spec.
After major weather events: heavy rain, a wet spring, or a hard freeze-thaw cycle can move mulch significantly. Check depth after any storm that drops more than 2 inches of rain.
Signs a top-off is overdue without even pulling out a probe:
- You can see the containment border base where it meets the surface (a clear sign material has migrated)
- There's a visible depression under the swings or at slide exits
- The surface looks gray and compressed rather than loose and natural-colored

Every depth check you run should be logged. Date, location, who measured, what the readings were, and what action was taken. This creates a paper trail that protects the facility - and protects you if there's ever an injury claim that names the installation contractor.
