How to Spec Playground Surfacing in Your Scope of Work

Vague surfacing specs cost playground builders money in change orders and liability exposure. Here's how to write a clean scope that covers coverage area, depth requirements, IPEMA certification, and delivery logistics.

You're three weeks into a school playground project. The equipment is installed, your crew is on-site for the final push, and then the facilities director asks where the mulch is. You quoted 'playground surfacing' in your scope. She expected IPEMA-certified engineered wood fiber to 12 inches depth. You quoted 6 inches of standard wood chips.

That's a change order. And it's yours to eat.

Vague surfacing specs are one of the most avoidable sources of project disputes in playground construction. A solid scope of work covers four things: coverage area, depth requirements, material certification, and delivery logistics. Get those four things in writing before you sign anything.

Coverage Area: Know the Square Footage Before You Quote

The first thing your surfacing spec needs is a precise square footage - not 'the play area' but the actual measured fall zone.

CPSC guidelines require a safety surface extending at least 6 feet in all directions from the edge of the equipment. Swings need more: the surface should extend in front and behind by twice the height of the pivot point. For composite play structures with multiple access points and exit points, that fall zone adds up fast.

Map it out before you write the spec. Pull the equipment layout from your vendor. Calculate the fall zones for each piece of equipment. Add it all up, then add 10% for waste, overlap, and edge containment. That number goes in the spec as a minimum square footage - not an estimate.

If you write 'approximately 3,000 sq ft,' you've already lost the argument when the actual measured area comes in at 3,400.

Depth Requirements: Tie It to the Equipment Height

ASTM F1292 is the governing standard for playground safety surfacing. It specifies the minimum critical height a surface must protect against for a given fall height. The standard doesn't tell you how deep to install your mulch - it tells you the critical height rating your surface needs to achieve.

Here's the practical translation for engineered wood fiber (EWF) and rubber mulch:

  • 4 ft fall height: EWF 6 inches | Rubber mulch 3 inches
  • 6 ft fall height: EWF 9 inches | Rubber mulch 4.5 inches
  • 8 ft fall height: EWF 9-12 inches | Rubber mulch 6 inches
  • 10 ft fall height: EWF 12 inches | Rubber mulch 6 inches

Your spec should call out the highest fall height on the equipment and the corresponding minimum installation depth - not a range, not a ballpark. If the tallest slide exit is 8 feet, your spec says 'minimum 12 inches EWF installed depth throughout fall zone.'

One more thing: EWF compacts. What goes in at 12 inches uncompressed settles to 9 or 10 inches under load and weather. If you're writing a long-term maintenance spec or a warranty, specify the minimum maintained depth, not just the installed depth.

Material Certification: Specify IPEMA or Don't Specify Anything

'Playground mulch' is not a spec. Half the products sold as playground mulch have never been tested for fall attenuation. Some don't meet ASTM F1292 at any depth.

The right language is: 'IPEMA-certified engineered wood fiber' or 'IPEMA-certified recycled rubber mulch.'

IPEMA (International Play Equipment Manufacturers Association) runs a third-party certification program. Certified products have been independently tested to confirm they meet ASTM F1292 fall impact requirements at specified depths. Your supplier should be able to hand you the certificate of conformance for every product they sell. If they can't, find a different supplier.

Here's why this matters in your scope: if there's ever a fall injury on a playground you installed, the first thing an attorney asks is what surface material was specified and whether it was certified. 'I bought mulch from a local landscape supplier' is not an answer that protects you. 'We specified and installed IPEMA-certified EWF with a critical height rating of 10 feet, here's the COC' is.

Write the certification requirement into your scope. Keep a copy of the COC with your project closeout documentation.

Delivery Logistics: Don't Leave This to Chance

Delivery is where a lot of specs fall apart - not because the material is wrong, but because the site isn't ready for it.

A few things that should be in your scope or subcontractor agreement:

Site access. Bulk EWF typically arrives on an articulated flatbed or walking floor trailer. You need 12-14 feet of gate clearance, a turn radius that works for an 18-wheeler, and no low-hanging utilities or tree branches in the delivery path. Coordinate with the owner before you schedule delivery.

Staging area. If the truck can't drop directly into the fall zone, you need a staging area and a plan for moving material from staging to placement. That's labor and time that needs to be in your quote.

Delivery window. Don't let your spec say 'delivery within 30 days.' Tie delivery to a project milestone: 'delivery within 3 business days of equipment installation completion.' Vague timelines become excuses.

Depth verification at delivery. Your spec should require depth measurement before the crew leaves the site. A photo of the depth gauge in the material, with the equipment in the background, takes 30 seconds and gives you documentation if anything is questioned later.

Putting It Together

Here's what a clean surfacing spec looks like in practice:

Playground Surfacing: Furnish and install IPEMA-certified engineered wood fiber meeting ASTM F1292 requirements for a critical height of 10 feet. Install to a minimum depth of 12 inches uncompressed throughout all fall zones as defined by CPSC guidelines. Fall zones are the equipment manufacturer's specified fall zones plus 6 feet beyond the equipment perimeter on all sides. Minimum coverage area: 3,200 sq ft. Provide certificate of conformance from IPEMA for the supplied material. Delivery shall occur within 5 business days of equipment installation completion, subject to site access confirmation. Contractor shall verify and document final installed depth prior to project closeout.

That's it. Specific, protective, and clear to your client.
